The Waterfront Plan for the Metropolitan Toronto Planning Area (1967) described the state of waterfront facilities from Clarkson (Mississauga), west to Carruthers Creek (Ajax), a distance of 80 km.The Plan establishes guidelines for development and redevelopment of the Lake Ontario shoreline integrating commercial, industrial, residential and recreational uses across the Toronto Region waterfront. The objective of the Plan was a handsome waterfront, balanced in its land uses, complimentary to adjacent areas, readily accessible and fully cognizant of the features which nature has provided.The plan was meant to be technically feasible, and permit flexibility in detailed design and staging.

In 1994, the Metropolitan Waterfront Plan was adopted by the Municipal Council of Metropolitan Toronto, replacing the Waterfront Plan for the Metropolitan Toronto Planning Area (1967).This Plan is the guiding document directing the operation and projects undertaken by TRCA along Toronto’s waterfront. The Plan identifies steps needed to achieve a waterfront that is healthy, vibrant and publicly accessible and included the policies representing steps to get there.The guiding principles of the Plan include: accessibility, sharing the benefits, balance and diversity, and responsible stewardship.

TRCA Report Cards

Toronto and Region Conservation published the Living City® Report Card 2016: a progress report on environmental sustainability in the Toronto region.

The report outlines how well agencies in the Greater Toronto Area are working together to achieve sustainability goals for carbon, air quality, waste, water, land use and biodiversity. These goals were set out when the first Living City Report Card was released in 2011. The intent is to evaluate the progress made toward reaching these goals every five years.

The state of the Greater Toronto Area (GTA) is evaluated according to the following environmental measures: carbon emissions, air and water quality, waste management, land use and biodiversity.

Overall, the Living City® Report Card delivers a unique analysis of the drivers that influence the GTA’s environmental performance, assesses where we’re making progress, sets out short and long-term targets, and assigns grades by rating current environmental conditions against the long-term targets. It also identifies opportunities for action by GTA leaders, organizations and residents.

  • Toronto and Region Watersheds Report Card (2013)

TRCA, in partnership with Conservation Ontario, released a series of Watershed Report Cards that provide a check up on the current state of the watersheds within its jurisdiction.This report card provides a snapshot of environmental conditions in the Toronto and Region watersheds according to the following measures: Surface Water Quality, Forest Conditions, Groundwater Quality and Stormwater Management.

  • Waterfront Report Card (2013)

As part of the 2013 Watershed Report Card series, the Waterfront Report Card tracked and reported on the water quality, recreation and biodiversity conditions in the waterfront watershed, a shoreline stretching from Mississauga to Ajax.

As part of the 2018 Watershed Report Card series, the Waterfront Report Card tracked and reported on the change in water quality, recreation and biodiversity conditions since the last report in 2013.
